Here it is correctly associated with ark. Which kdelibs version are you using? Can you check if the MIME-type application/x-7z is installed? Anyway, support for 7z archives in Ark is broken with recent p7zip versions. I plan to fix that soon. I do have MIME-type application/x-7z but I had to associate it with ark and xarchiver manually. I rechecked it by deleting ./kde and then viewing KDE control center -> KDE Components -> File Associacions -> application ->x-7z and there was no application associated.
